The purpose of the Ph.D. in Public Policy and Administration is to prepare students for scholarly and leadership roles in government, universities, research organizations and other settings where knowledge and research skills in public policy and administration are needed. The Ph.D. program is committed to providing an intellectually vibrant atmosphere for study and scholarship.

Our degree program is multidisciplinary with the flexibility to allow students to specialize in a number of different policy areas including: public management, urban policy, health policy, criminal justice policy, education policy, homeland security and environmental policy.

Our classes are scheduled in the late afternoons, early evenings and on weekends in order to meet the needs of the working professional in addition to full-time graduate students.

The Ph.D. in Public Policy and Administration program is located in the L. Douglas Wilder School of Public Policy & Administration. The program was established on July 1, 1994 as part of the Center for Public Policy with the goal of focusing the university’s multidisciplinary efforts in teaching, research and service related to public policy. Today, we are affiliated with the L. Douglas Wilder School of Government and Public Affairs, and bring together faculty from across the university who are actively engaged in public policy research, service and teaching.

Our campus is situated in Virginia’s capital city, Richmond, just blocks from the state capital. We are also within a two-hour drive of Washington, D.C. This puts our students and faculty within easy reach of elected and appointed officials, executive agencies and the headquarters of state and national associations. The contacts made and resources available enrich a student’s educational experience.
